The Halifax Regional Municipality (HRM) is inviting applications for the temporary, full-time position of Customer Account Analyst in the Revenue Division of Finance & Asset Management.

Position Summary
Under the direction of the Tax Resource Supervisor and Manager of Revenue Operations, the Customer Account Analyst administers the billing of approximately 7,000 False Alarm bills annually. This role involves close collaboration with external stakeholders such as Police and Fire Services, and is responsible for billing, management, monitoring, analyzing, and reconciling all False Alarm Contracts.
This is a high-volume, customer-facing role requiring excellent communication and customer service skills.
Key Duties & Responsibilities
- Work with various data feeds accurately and consistently to ensure timely and accurate billing.
- Manage, review, and process False Alarm tickets in accordance with HRM By-law B-400.
- Validate customer addresses, ownership, and alarm locations.
- Investigate and log returned mail (thousands annually) using online research tools and other methods.
- Perform office duties such as scanning, filing, and ordering alarm ticket books.
- Respond to approximately 700 customer inquiries annually (phone & email).
- Reconcile customer accounts and resolve balancing issues.
- Maintain database accuracy by updating customer information.
- Provide professional written and oral communication to customers.
- Other administrative duties as assigned by the Tax Resource Supervisor.
Qualifications
Education & Experience:
- Grade 12 education required.
- Diploma in Business, Public Administration, or related field preferred.
- 3–5 years’ experience in Accounting, Accounts Receivable, or Collections.
- Equivalent education/experience combination may be considered.
Technical Knowledge & Skills:
- Excellent customer service skills.
- Strong knowledge of billing, collection, and accounting procedures.
- Excellent oral and written communication.
- Strong data accuracy, consistency, and data-use awareness.
- Proficient in Windows environment and MS Office (Excel, Word, Outlook, databases).
- Skilled with financial management software.
- Internet research skills (Canada 411, Property Online, credit checks, Registry of Joint Stocks, etc.).
- Knowledge of:
- HRM By-laws, Administrative Orders, Ordinances
- HST law
- Municipal Government Act
- FOIPOP (Freedom of Information and Protection of Privacy Act)
- GAAP (Generally Accepted Accounting Principles)

Additional Information
- Work Status: Temporary, full-time (up to 18 months)
- Hours of Work: Monday–Friday, 8:30am–4:30pm (35 hrs/week)
- Salary: $26.47/hour (Level 3, NSGEU 222 Collective Agreement)
- Work Location: 5th Floor Alderney Gate, Dartmouth, NS
