Job Title: Environmental Compliance Consultant

Description

  1. The Environmental Compliance consultant will conduct the evaluation of Molecular Laboratories and Associated Waste Management Practices in PCR Laboratories supported by ECEWS ACE5 Project.

Objectives

  1. The main goal is to perform an independent assessment of environmental compliance throughout the entire molecular waste management process in the PCR Laboratories in Lagos State (NIMR), Akwa Ibom State (UUTH), and Anambra State (COOUTH)

Scope of Work

The Consultant will:
Assess Laboratory-Level Environmental Compliance:

  1. Review MLW generation processes during molecular testing (e.g., Roche/Abbot platforms).
  2. Evaluate internal waste segregation, retrievability, and primary containment prac􀆟ces.
  3. Assess the appropriateness, location, and use of the 1,000-liter storage tanks.
  4. Review lab personnel safety protocols, use of PPE, spill management, and SOPs.
  5. Evaluate implementation and completeness of waste tracking documenta􀆟on tools.

Evaluate PCR-Wide Medical Waste Management Systems:

  1. Assess waste segregation, collection, internal transport, and storage of infectious and general medical waste.
  2. Evaluate the PCR Lab’s liquid and solid medical waste management SOPs in relation to national and WHO guidelines.
  3. Investigate staff training levels on hazardous and infectious waste handling.
  4. Review availability and use of waste containers, color coding, labelling, and safety signage.

Identify Gaps and Recommend Improvements:

  1. Compare current practices against Nigeria’s NESREA and FMEnv guidelines, WHO standards, and best practices.
  2. Provide actionable, cost recommendations for improving compliance, sustainability, and safety.
  3. Develop capacity-building suggestions (training, SOPs, regulatory liaison, etc.).

Expected Methodology:

  1. Literature and document review (SOPs, policies, past assessments)
  2. Key Informant Interviews (Lab Managers, Facility Managers, Vendors, Regulatory Bodies)
  3. Direct observation using structured checklists
  4. Compliance benchmarking (national/international standards)

Qualifications and Experience

  1. Advanced degree in Environmental Health, Public Health, Laboratory Science, or related field
  2. Minimum 10 years’ experience in environmental compliance, waste management, or biosafety
  3. Familiarity with GTC and hazardous chemical handling regulations
  4. Experience conducting field assessments and evaluations
  5. Excellent report writing and presentation skills
  6. Knowledge of Nigerian environmental policies and international health guidelines
  7. Photo documentation and geo-tagging (as needed).
